PRINCIPLES

Culture is a creation of mankind, and expresses its great diversity.  In this sense, diversity is a fundamental value and the defense of humanity is connected with the preservation and enrichment of the plurality.

Humanity is facing the most brutal policies, coming from the center of the empire, aimed at imposing unique cultural patterns and elements of a single thought.

Opposition to any attempt to impose assumed universal principles that only conceal particular visions of the world that claim to be hegemonic. The true universality that we must build must be based on dialogue that is intercultural and free, built as a true expression of mankind’s plurality.

Commercialization of culture is a threat to diversity, and for the very survival of humanity.

Education is the way to reproduce and preserve culture in all its diversity.

The debate of ideas should intensify. It requires the creation of alternative networks to circulate these innovative ideas that enable the development of mutual cultural understanding as a standard practice.

Make a strong call to all peoples and governments who are in favor of diversity.

To express the benefits of the creation of a permanent secretariat, without a bureaucracy, that will coordinate actions and encourage intercommunication.

COMMERCIALIZATION OF CULTURE, CULTURAL AND LINGUISTIC POLICIES

1. Support the process of revitalization and the heritage of indigenous and minority languages to a universal level, as part of the study and investigation of the inter-connection between language and culture, symbolic and cognitive universes.

2. Undertake as the ideal universal cultural valuation, the unlimited diversity expressed by multi-ethnicity and multiculturalism.

3. Promote cultural policies that respond to different logics of commercialism, critically transcending the notion of cultural industries. 

4. Promote a critical review of the icons of imposed methods in the context of cultural and educational policies.

CREATION OF A UNIVERSAL BOLIVARIAN INSTITUTE OF CULTURE

• The intention is to bring together various existing public and community agencies to form a network for the creation and dissemination of cultural products. To stimulate the production of books, movies, magazines, TV programs, internet content, music, theater, puppetry or any communication vehicle, also assuming the dissemination thereof.
